No personal experience with geofencing, but I would contact Inmobi and see what they have to say. I got the impression that they were the company to call about this kind of advertising. DataXu supposedly offers it as well, so I'm assuming a data provider sells that data, you might want to talk with general DSPs to see if they work with that data.
